How to Check Whether a Betting Site Is Licensed in Ireland

Under the Gambling Regulation Act 2024, Ireland shifted its regulatory approach by establishing the Gambling Regulatory Authority of Ireland as a dedicated statutory body.

For any person betting online or entering a premises, legal protection now depends entirely on whether a provider holds an authorised licence issued by this statutory body. A simple claim on a homepage stating that a firm operates in Ireland no longer suffices without a corresponding statutory authorization.

The Statutory Remit of the New Regulator

Information published by gov.ie identifies the Gambling Regulatory Authority of Ireland as the state regulator for gambling, gaming, betting and specific lottery activities. The Gambling Regulation Act 2024 provides the statutory foundation, charging the body with licensing and regulating betting, gaming, certain lotteries, and related products or services.

The 2024 Act consolidates gambling regulation into one authority. The 2024 Act consolidates these functions into one authority. The body holds the formal legal power to issue permissions, review operations, and maintain public records of who is permitted to offer gambling services within the state.

Commercial, Trade and Philanthropic Licences

The statutory framework divides gambling activities into distinct commercial categories rather than a single general permit. Section 84 of the Gambling Regulation Act 2024 provides for the issuance of a Business to Consumer gambling licence. This category directly governs the services offered to individual members of the public.

Alongside consumer-facing permissions, the 2024 Act establishes two other statutory categories:

  • Business to Business gambling licences for operators supplying services or products within the industry.
  • Licences dedicated to charitable or philanthropic purposes.

Because these statutory streams serve separate purposes, an authorization granted for charitable fundraising cannot cover commercial gaming. Similarly, a Business to Business licence does not allow an operator to accept bets directly from consumer accounts.

Specific Permissions for Betting, Gaming and Lotteries

The Gambling Regulation Act 2024 further categorises consumer permissions into three distinct areas of activity:

  • Section 85 governs betting licences.
  • Section 86 governs gaming licences.
  • Section 87 governs lottery licences.

Published information from the licensing portal at grai.ie outlines the initial types of licences available within these statutory headings.

For betting under Section 85, the available authorizations include in-person betting licences, remote betting licences, and remote betting intermediary licences. An in-person betting licence authorises betting activities from one or more premises in Ireland where a person attends directly to engage in betting, with pool betting also permitted. A remote betting licence authorises betting activities conducted by remote means, and pool betting is permitted under this licence as well.

For gaming under Section 86, the initially available permissions comprise in-person gaming licences and remote gaming licences.

For lotteries under Section 87, the initial categories consist of in-person lottery licences and remote lottery licences. Each subtype defines the exact boundary of the operator's trading permission. A remote betting licence, for instance, does not authorise remote gaming, meaning sports betting platforms cannot offer casino games without holding the matching gaming licence.

Performing a Gambling Regulatory Authority of Ireland Licence Check

Verifying whether an operator is genuine requires reference to official statutory records. The Gambling Regulation Act 2024 requires the Gambling Regulatory Authority of Ireland to establish and maintain an official register of licensees called the register of gambling licensees.

When conducting a gambling regulatory authority of ireland licence check, players must assess both the existence of the licence and its exact category. If a remote website offers both sports betting markets and casino slots, it must hold authorizations corresponding to both remote betting under Section 85 and remote gaming under Section 86.

The 2024 Act requires the Authority to maintain an official register of licensees. Marketing material, logos on website footers, and general claims of Irish domestic compliance cannot substitute for an active entry within the statutory register of gambling licensees.
